Development notes

The development notes are mainly used by the developers to keep track on the status of a document and what still needs to be done.
The status has following options:
- In progress (still working on a draft version)
- second read (draft ready for revison of the partners)
- finalised (agreed competence, including the date of agreement)
The notes made in the red frame are removed at the end of the project and are only used for development.
